Virginia Beach Animal Control's Adoption policies are $50 for unaltered animals with $40 of it refunded with proof of neutering. Altered animals are $10 for both cats or dogs. Unaltered animals are not allowed to be adopted to people living outside the Tidewater area, but in the case of rescue they will allow rescue to take the animal if they have someone local to sign the neutering contract.
